The Secretary of State for Communities and Local Government established the Recovery Board following a Corporate Governance Inspection at Doncaster Council. The role of the Recovery Board is to provide external support to the Council and challenge where necessary. The Board will provide regular updates to the Government on the progress of recovery at the Council.

Sir John Harman, Jessica Crowe, and Julie Kenny have been appointed as Commissioners who will be responsible for any matter referred to them by statutory officers due to concerns about the authority’s approach. They are members of the Recovery Board and, together with the Council, will also be responsible for senior officer appointments, discipline and dismissal.  Sir John Harman stepped down as a Commissioner at the end of March, 2012.  On 2nd April, 2012, the Secretary of State appointed Rob Sykes as lead intervention commissioner to replace Sir John Harman.

In August 2013 the Secretary of State for Education appointed Alan Wood as a Commissioner for children's social care in Doncaster to join the Intervention Commissioners.
